Hong Kong has introduced an SMS Sender Registration Scheme, which came into effect on December 28, 2023. The purpose of this initiative, which is administered by Hong Kong's regulator OFCA, is to help the public verify the identity of SMS senders and combat SMS fraud. The program is open to businesses with a presence in Hong Kong. All registered Sender IDs will have a # in front of their Sender ID (e.g. #brand). Participation in the program is currently encouraged, but not mandatory. However, numeric Sender IDs are exempt from the program.
To complete registration, customers must first register with OFCA before they can request registration with us. We cannot advise on OFCA's registration process and brand owners must contact OFCA directly for the necessary information. Once the Sender ID is approved and registered with OFCA, customers can submit a registration request to us with the required LOA so that we can register with the operators and route the traffic via a dedicated connection. It is important that customers include a # in front of their Sender ID when sending SMS from a registered Sender ID, otherwise the SMS will be rejected.
We are currently unable to support traffic from aggregators or resellers. These parties must contact OFCA's registered SMS service providers directly. It is also possible for customers to find out if their Sender IDs are registered with OFCA. We endeavor to keep all information up to date and accurate, but we cannot be held responsible for changes in regulations.
